Submission to the Hon Kate Ellis MP on Student Services Guidelines

Introduction and summary

1. The Higher Education Legislation Amendment (Student Services and Amenities, and Other Measures) Bill 2009 (the Bill) has been introduced by the Government to amend subsection 238-10(1) of the Higher Education Support Act 2003 (the Act) to permit the Minister to issue Student Services, Amenities, Representation and Advocacy Guidelines and Student Services and Amenities Fee Guidelines (the Guidelines).

2. AUS and ACUMA provided a joint submission dated 21 February 2009 to the current inquiry into the Bill which is being conducted by the Senate Education, Employment and Workplace Relations Committee (the Senate Inquiry). A copy of our submission (number 20) is available on the Parliament House website at:http://www.aph.gov.au/Senate/committee/eet_ctte/higher_ed/submissions.htm

3. Subject to our more detailed comments below we welcome the overall design of the Guidelines and consider they provide an appropriate level of guidance to Higher Education Providers (Providers) to ensure that going forward there will be reasonable levels of student sporting and other services and amenities within the Higher Education Sector.
